According to Tune, the average amount of fraud across all ad networks is 15.17%, with some ad networks worse than others. Tune’s study determined that 35 mobile app ad-networks had fraud in 50% or more of their placements or actions. The result of this ad fraud, Tune says, is “poor quality clicks, app installs, or views,” or “straight up fraud.”

Buzzfeed Uncovers Ad Fraud Scheme Affecting Over 125 Android Apps and Websites
An October 2018 article on Buzzfeed says that its News division uncovered a massive ad fraud scheme regarding Android apps. Using a network of shell companies in Virgin Islands and elsewhere, a group of scammers bought Android applications from smaller developers through a company called “We Buy Apps.” Buzzfeed says that the scammers tracked the actions of real users within the apps, and set up a network of bots to mimic real user behavior. According to Buzzfeed, one of the scammers admitted that they used major ad networks to monetize fraudulent ad placements in apps being used only by bots.
According to Buzzfeed, the fraudulent apps used by the scammers were installed on Android devices over 115 million times. The ad fraud scheme generated $75 million per year in stolen ad revenue for the scammers, Buzzfeed reports.
